Annual Procurement Plan and Master Procurement Plan to be Prepared (Section 6)

Last Updated: 2022-06-05If procurement is valued in excess of the prescribed limit, the public entity has to prepare a master procurement plan and an annual procurement plan as prescribed
Rule 7
(1). A public entity shall
- in procuring for a plan or project to be operated for a period of more than one year
OR,
- in making a procurement annually of an amount exceeding Rs 10 Crores
has to prepare a master plan of procurement
(2). The master plan shall contain the following matters
- type, quantity and tentative estimated cost of procurement,
- procurement method,
- if procurement is to be made by the use of slice or package for maximizing the profits, the provision thereto
- tentative time table of procurement proceedings
- the matters to be specified by the Public Procurement Monitoring Office
(3). In the case of public entity under 2(b)(1) of the act, the master plan shall have to be approved by the secretary of the entity and in case of other entity, by an authority (official) empowered by procurement By-rule or By-Laws of the concerned public entity
(4). The concerned public entity shall have to update in each fiscal year, the master plan of procurement approved pursuant to sub-rule (3)
Rule 8
(1). Public entity shall prepare an annual procurement plan for the procurement plan for the procurement to be made in the next fiscal year while preparing estimated annual program and budget of the next fiscal year if the entity requires to make a procurement annually of an amount exceeding 1 million(10 lakhs) rupees
while preparing the procurement plan, such a procurement plan shall be based upon the master plan of procurement under Rule -7, where such plan is prepared
(2). Following matters are required to be stated in annual procurement plan:
- description relating to the types of procurement,
- possible package of procurement
- time table of procurement proceedings
- procurement method
- types of contracts to be concluded for procurement and
- the matters specified by the public procurement monitoring office, from time to time, as required to be included in the annual procurement plan
(3). contents of time table ...........
(4). the chief of the public entity shall have to send a copy of the annual procurement plan prepared under this regulation along with the estimated annual program and budget of the next fiscal year to the superior office and the ministry of finance.
(5). The chief of the public entity shall, after receiving the approved program and budget of the current fiscal year, have to revise accordingly the annual procurement plan prepared pursuant to this Rule and approve it and send one copy each of such plan to its superior office, Treasury Controller Office and Public Procurement Monitoring Office.
(6). The superior office shall have to monitor whether procurement proceedings are completed on time or not
